The Mailstrom was found on a lithograph given at the listening party to those who pre ordered Year Zero (open the image in the highest resolution possible and look at the top left corner).

Following a link in the main page leads to [http://www.themailstrom.com/info.htm this page] which provides the premise that the Mailstrom is a brute force means of evesdropping on communication that goes through Consolidated, the sole system of internet service available in the near future of Year Zero.
