:If there is going to be a Theories subsection in the articles, it makes more sense for it to be near the top, with the rest of the general information about the song (Meanings, interpretations, relationships, etc.).
As for the theory that it's about George W. Bush, it makes sense because he's the one who attacked other sovereign nations without Congressional approval.
