For example, 192.168.1.0 through 192.168.1.255 comprise one subnet. (Each component of an IP address is 1 byte and therefore can have a value from 0 to 255.) So, by "scanning a subnet," they mean they've taken existing ARG website IP addresses, and searched for active web servers on the other 255 IP addresses associated with that subnet. Note that webservers are very unlikely (though it's not impossible) to have an IP address ending in 0 or 255.
