Numbers on the Building

I think would be the address of the building. I do not think its part of the mural.

I think that's the ID for the billboard, used by the company. Doing a Google search on LA billboards might lead you to this page, which indeed lists billboards by 4-digit ID's (though it does not list this particular one).
