The unnamed author of the website may be John Markakis as evidenced on The Exterminal under Markakis,J Inmate-interview.

I believe you are correct. First, the interviewer states "Now lets talk a little about this website of yours". The whole interview revolves around drinking the water, to a point that kills him.
