The website seems like part of a bigger news website. It talks about an operation prepared to capture the "chip pullers" which are gathering in Brixton and causing unrest. It also explains how and why the chips started being implanted into criminals.
When the police tried to capture and arrest the "chip pullers", rioting started and some police mistakes gave way to more widespread violence.

This seems to be a reference to original comic-book 'V for Vendetta'. As a V and a doctor are talking before she dies of a shot V injected her with, the doctor talks of an experiment done at "an American university" where they had people inflict pain, and they had an actor scream on the other side. Even after they made the actor silent, making the citizens inflicting pain think they had killed him, 60% continued to inflict shocks. She then said this showed they people will do anything if commanded to by authority. This is an allusion to an actual experiment conducted in Nazi Germany to test prospective Death Camp wardens.
