Perhaps the numbers serve a double purpose -- a categorization system created in "real life" for the individuals who are creating the Year Zero story, and a system utilized in the Year Zero world by the Solutions Backwards Initiative. Different numbers could correspond to different pieces of data, different messages, where they were sent to in the past, et cetera. This makes more sense to me as far as mining banned books and songs. It seems that the numbers are there to denote items sent from the Solutions Backwards Initiative. Might be worth noting (as further proof to the future websites being sent back theory) that in the Halo 2 ARG, I Love Bees the same distortion occured on its webpages.
